E.g. in Germany they're currently demanding that ISPs' client data, which has to be stored for six months to enable law enforcement agencies to - you guessed it - "combat terrorism", should also be routinely made accessible for investigation of copyright infringements, illegal music and movie downloads, etc. Not in legislation status yet but I sure wouldn't bet the farm on it not happening ...
