That seems to be the question G are asking publishers. WMW thread on Googles "Rich Media AdSense Program". It appears that "it sounds from this like maybe Google has turned the bidding process on its head, and the publishers that bid the lowest for running rich media spots will get the ads.. In the bad old days in the Cornish tin mines, the miners gathered each day to take part in the daily auction for work, the lowest bidders got work for the day! Interesting move by Google.

Sounded like they're trying to get a feel for what publishers want for their space, to gauge expectations, not shooting for the lowest bids.
Works out well for me either way as my direct advertisers have been rapidly increasing so there must be something they're getting from my site that AdSense and other networks in my niche can't deliver.
