Google now 'Free'?

I was surfing around, minding my own business when I came across a large banner ad across the top of Google SERPs.
The previous page has the similar sort of top banner, but it was about adwords, so I didn't pay any attention. But this time it said
'Drive traffic to your website the Google Free way.'
and I thought What? and then I thought Whats this doing across the top?

Is this new, or did I sleep through class one day?

Spyware?
Perhaps you have some spyware installed?
It's just Google Site Search
It seems to be Google Site Search - but with another (new) name. And I'm not sure if it's like AdSense for Search - if not, one may say that it's "Free" as in "Free advertising for Google" :-)

It looks like it's just a new name for AdSense for Search, or Site-Flavored Search, or whatever they're calling it.

it's neither - it's just a plain old search box that you get no credit for. Notice the verbage: "Want to drive traffic? Try the Google Free way."
and look at the code - no tracking at all.
Do I want to drive free traffic to Google? Nah - not really ;)
