I found this story in The Register that scarcely credited belief, but I followed to trail though the FEMA site and it is correct. You can read most of their site with Firefox, but when it comes to actually registering for aid only IE will do - friends of Bill's in high places maybe? Try to register for aid with FF and you get this page

yeah
I saw a Federal Register notice several weeks ago about government agencies wanting to require IE for forms. It was notification of a comment period. Sad.
I work for the Coast Guard
... and I can say for a fact the web designers / programmers that work for the goverment on the whole suck balls. I mean I work with people who have been in development for 8 years and still don't know how to even use rudimentary stylesheets.
Don't even get me started on the programming practices ( or rather lack there of )
