In its first year, Google Pirate hurt only the torrent sites

Remember the Google Pirate algorithm update? The company acted as swashbucklers against online piracy, but a year later it looks like it only hurt torrent sites.

Illegal streaming sites were virtually unaffected by the Pirate Update. The problem is that these sites often pack up and move to different TLDs on a week-by-week basis. Even if Google did find a way to crush the websites, the pirates will almost certainly find a new way to share.

Are Google's efforts in vain? What do you suppose their next step is?
