Dan Petrovic has outlined how he found new Google Ads to build up your Google+ followers for pages.

This obviously can be used to abuse the system a "little". What if you can buy authority buy pushing ads to most influential folks on Google+ and have them like your pages. What if you can influence Google Search Results and/or personal search rankings based on such authority of your Google+ page.
