UK Yahoo PPC Ads Showing In Non-uk Sites

I recently started up a new YSM campaign for one of my UK sites - www.homebrew4u.co.uk - which is wholly focused on UK people. Not long after starting I noticed that my adverts were displaying on sites such has www.excite.de and www.excite.it. I could not find any way to turn this off in the control panel, so I contacted them to find out what was going on.

I asked YSM why my adverts are showing up on non-UK sites, they said that they dont, indeed :

We would like to inform you that when you have a UK account with Yahoo! Search Marketing your adverts will be shown on the UK and Ireland sites.

I therefore countered this by giving them the URLs of non-UK sites that are showing my adverts, and they came back :

We would like to inform you that when you sign up with Yahoo! Search Marketing, you sign up to display your search listings in Yahoo! Search Marketing's search engine and in all of our partner search engines.

Please note that unfortunately we cannot cancel the display of your search listings on any of the smaller search engines as you have listed.

WTF???

Either that is just plain stupidity or a major technical error!

YSM's country targeting is a shambles. Not to mention the fact that you need separate YSM accounts to target the UK/US etc.

Update...

After I followed this up and apparently they 'investigated the links I sent' and concluded that :

If someone enters the same search term on excite.de your website will not appear in the Sponsored Search results, as you don't advertise on the German market.

So I pointed out the screenshots, and the other UK companies that are still showing.. they replied with :

We would like to inform you that you are only advertised on the UK and Ireland website. This means that when someone (from any country) enters a search term on the yahoo.co.uk page, your website will show up in the Sponsored Search results. If someone enters the same search term on excite.de your website will not appear in the Sponsored Search results, as you don't advertise on the German
market.

So... I have now sent them a current link to a page that my adverts are STILL showing on... f****** idiots!

Further Update..

Had a load of fluff about their 'Click Protection Systems' and 'Loss Prevention Specialists' - which has nothing to do with as it is not click fraud, it is their broken system!

They have left me with :

We would like to inform you that further to your query we have forwarded this matter to the relevant department. So that we may properly resolve this issue, we ask that you allow sufficient time for a full investigation to be completed.

what's probably most concerning about this is that the customer service staff clearly can't even understand what you're telling them.

You would think, with a service which obviously hasn't been properly debugged yet, they would at least have someone on the helpdesk who would grasp the problem and try and get it sorted out, or even understand that they don't understand and escalate it quickly.

I really, really, want this to work for them but I don't think I know one person who thinks its unreservedly good, so far :( Not going to be a world beater at this rate, is it?

Hands up time...

It seems you can navigate from the excite.de main page, via a regional link to a UK version of the site, then onto UK listings, whilst remaining on the German domain - so whilst it seems odd, it appears that it navigatable via the user choosing UK listings and therefore, stickly speaking, not showing my UK adverts to German people who have no interest in UK companies.
